How Property Taxes Are Calculated in Sarasota and Manatee Counties, Florida

Property taxes are one of the most important — and often misunderstood — components of homeownership in Florida. Whether you are buying your first home, relocating from another state, or already own property in the area, understanding how property taxes are calculated in Sarasota County and Manatee County can help you plan more confidently and avoid surprises at closing.

This guide breaks down how property taxes work locally, what factors affect your tax bill, and how you may be able to reduce it.


Who Determines Property Taxes in Florida?

In Florida, property taxes are administered at the county level. Each county has a Property Appraiser, Tax Collector, and multiple taxing authorities (county, city, school board, special districts).

The key responsibilities are split as follows:

  • Property Appraiser determines the market value and assessed value of your property

  • Taxing Authorities set the millage rates

  • Tax Collector sends and collects the tax bill


Step 1: Determining Market Value

The Property Appraiser estimates your property’s market value as of January 1 each year. This value is based on:

  • Recent comparable sales

  • Property size, condition, and age

  • Location and neighborhood trends

  • Improvements or renovations

Market value is not necessarily what you paid for the home, but rather what the county believes it could sell for under normal market conditions.


Step 2: Assessed Value and the Save Our Homes Cap

Once market value is established, Florida applies assessment rules that can significantly affect your tax bill.

Homestead Properties

If the home is your primary residence and you file for the Homestead Exemption:

  • Annual increases in assessed value are capped at 3% or the rate of inflation (whichever is lower)

  • This protection is known as the Save Our Homes (SOH) cap

Non-Homestead Properties

Second homes, rentals, and investment properties:

  • Can increase by up to 10% per year in assessed value

  • Do not qualify for SOH protection

This is why new buyers often see a tax increase after purchasing — the assessed value resets closer to market value.


Step 3: Applying Exemptions

Exemptions reduce the taxable value of your home.

Common exemptions include:

  • Homestead Exemption (up to $50,000)

  • Senior exemptions (income-based)

  • Veteran and disability exemptions

  • Widow/Widower exemptions

For example, if your assessed value is $400,000 and you qualify for a $50,000 homestead exemption, you are taxed on $350,000.

A millage rate is the amount of tax per $1,000 of taxable value.

Example:

  • Millage rate: 18.5

  • Taxable value: $350,000

Calculation:
350 × 18.5 = $6,475 annual property tax

Sarasota and Manatee Counties have similar overall structures, but rates can vary significantly by city and community.


New Construction and Property Taxes

For new construction homes:

  • The first tax bill is often very low because the home was not fully assessed

  • The following year, taxes typically increase to reflect the completed home value

Builders’ tax estimates are often conservative, so it’s important to request a post-construction tax estimate when budgeting.
